Summary:
Subject is a 33-year old citizen of Guatemala who is currently wanted by ICE for removal and by Champaign County (Illinois) police for aggravated driving under the influence. In 2017, Juarez was allegedly driving under the influence and struck a vehicle that caused the death of a woman. An immigration judge ordered him removed from the U.S. on January 13, 2003. He has been removed from the U.S. to Guatemala on three separate occasions. His most recent removal was on January 18, 2012. Juarez unlawfully re-entered the U.S. at an unknown date and place without inspection and despite attempts by ICE to locate his whereabouts, he currently remains at-large.
Additionally, there has been criticism regarding the initial investigation since Esteban was allowed to leave the hospital where he was being treated for his injuries without having handcuffs on. While he was at the hospital, he was given a blood test which proved he was over the legal limit for alcohol consumption. However, no further action by law enforcement was done to keep him under watch according to the News Gazette. His license wasn't even valid at the time.

Thoughts? I think we can all agree that Esteban was not kept under proper guard after he was taken to the hospital. He could have very easily been arrested right after the blood alcohol test proved he had been impaired while driving. Now he's probably fled to his native Guatemala where hopefully local authorities will be able to arrest and extradite him. There's already been some great captures thanks to work by Guatemala authorities recently.
