Thoughttp? According to an article I found, the murder Romero was allegedly involved in was that of a 15 year-old boy. What makes matters worse is that the article says it was while Romero and other alleged Sureno gang members were cruising around looking for rivals- suggesting the boy and perhaps the two others who were shot but not killed were total innocents:

That's the same impression I got from the article as well, that 15-year old Anthony Citron was an innocent victim. The Surenos gang has ties all over the US, as well as Mexico and Central America so there are any number of locations Francisco could be hiding out in today.
