I remember when another Texas Mexican Mafia gang member, Rene Munoz was arrested a couple of years ago selling timeshares in Mexico. So that brings the question if Juan Marizcal is still involved in general gang activity. If he is then that may bring the best opportunity as far as leads on his whereabouts.

Just to be clear, the murder among his 16 previous arrests and the Laredo, Texas murder he's wanted for questioning in are 2 different victims, right?

As of October 21st, 2019, Marizcal still listed as one of the Texas DPS's most wanted fugitives (see link in OP). Just wanted to mention you can find more information about the murder case he's accused in. I still don't know if he had any previous murder charges but the Decber 2010 victim was a man named Gustavo "Brandon" Benavides.
