Black hair, brown eyes. Authorities believe he was abducted by his non-custodial father, Maximo Reyes, who never returned him after a visitation. Photographs and information for him are unavailable. His vehicle was found abandoned in San Diego, California. There's a warrant out for his arrest for custodial interference. Carlos and his father may be in Mexico. Maximo is a Mexican national. Carlos's mother was deported in absentia after she failed to report to a hearing with ICE (Immigration and Customs Enforcement). I have a question. If Carlos is located alive and safe which is hopefully soon of course, can he be reunited with his mother since she was deported?

That's a good question. I assume the courts would have to decide what's the best thing to do here.
Carlos is 17 so it's a moot point if he's not recovered until he turns 18 next year, since by then he'd be free to live wherever he wants. (Unless his father is arrested, which would mean he couldn't live with him, sometimes foreign countries even if they somewhat cooperate with the U.S. still don't arrest the father and just send the child back. But it would be more complicated here since the mother may be in Mexico as well.)
