My first vote goes to Lovci- sorry, but some captures stand out even if in technicality they aren't as bad as the others. Lovci needs to match-up against someone like a Cesar Barone or Hardebeck to get defeated in my opinion. The coincidence is just way too incredible to overlook as an amazing capture.
For the second vote, I'll go with Marc Adams for escaping from San Quentin.

I'll cast my votes for Armando "Scarface" Garcia and Cesar Barone, and they'll advance to Round 3. Kenneth Norman Lovci, #245, Mrc 20, 1993 A former reserve cop. Second, Cesar Barone for a death toll of at least 4 in sexual murders, and because serial killers are the worst type of criminal.
