Javier Palomo is wanted for homicide in New Mexico. He was aired briefly (maybe half a minute) on the 2009 GangTecc Most Wanted Special. Therefore he qualifies for the 2013 Most Wanted List.

On Jul 1, 2003, the cousin of Albuquerque gang member Marcus Marquez committed suicide. Marcus refused to believe that his cousin actually committed suicide and accused his own family of murder. Two days later, Marcus and a few of his fellow gang members headed towards the home of the Torrez family, the family Marcus wrongfully accused. Marcus banged on the door and demanded to be let in. When family members tried to hold the door shut, fellow gang member Javier Palomo opened fire into the home with a gun. One shot killed a man named James and another paralyzed James's sister Marie.

I should also mention that his GangTecc Fugitive poster (no longer available as for whatever reason the list was discontinued), mentioned that Palomo was also on probation for a manslaughter conviction committed at the age of 17 and was also wanted for questioning in a 2005 shooting in Albuquerque. It's believed that Palomo, a Mexican native likely fled to Juarez, Mexico to join a Drug Cartel. That's probably how he's managed to stay on the run this long but may travel to Albuquerque occasionally to say transport drugs or communicate with cartel members in the area.
