CLEVELAND, Ohio -- A 25-year-old suspect in a three-year-old murder in Puerto Rico is now accused of killing a man and wounding a teenager in a Cleveland shooting this month.
Gabriel Garcia-Toro shot Jose Reyes and a 15-year-old boy about 6 p.m. March 9 inside a car on West 43rd Street and Clark Avenue, according to an arrest warrant filed Wednesday.
Garcia-Toro is not in custody.
The bullets struck Reyes, 22, in the neck and back, according to the Cuyahoga County Medical Examiner. The boy was shot in the leg but left the scene before police got there, records say. The boy later showed up MetroHealth, and was treated and released.
Witnesses heard nine gunshots and a car speed away, then found Reyes lying on the sidewalk bleeding, according to reports.
Homicide detectives obtained a warrant charging Garcia-Toro Wednesday afternoon.
Garcia-Toro has eluded authorities since November 2012, when the U.S. Marshals said officials in San Juan, Puerto Rico charged him with murder.
Garcia-Toro left Puerto Rico for Cleveland, assumed a fake identity, and got a fake driver's license under the name Peter Marquez Marquez, the U.S. Marshals said in a March 2014 release.
Garcia-Toro was believed to be hiding on Cleveland's West Side. He registered to vote in 2013 at an apartment on West 50th Street near Storer Avenue, according to records.

Thoughts? Details are sketchy as to any motives between Garcia-Toro's separate alleged murders. But what is known is he's shot and killed two people in two separate incidents so far, and almost had a third victim who was a 15-year old boy. If I were the Marshals, I'd consider adding him to their top 15 list. This is a guy who has decided to not lay low while on the run, and that severely heightens his ability to be a menace to a society.
