Fugitive Profile as of April 23rd, 2016: (Based on FBI.Gov wanted poster) Aliases: Fidel Ruizserrano, Fidel Serrano, Fidel Ruiz, Fidel Ruiz-S, Fidel Ruiz-Serrano, Fidel Ruiz S, Anthonio Pisano Date(s) of Birth Used: March 23, 1978 Place of Birth: Mexico Height: 5'7" Weight: 150 pounds Occupation: Serrano worked in a wood products factory. He also played guitar in a Mexican country/rock band named "Los Navigates de Durango." Hair: Black Eyes: Brown Sex: Male Race: White (Hispanic) Nationality: Mexican Remarks: Serrano was an illegal immigrant in the United States who reportedly used false Social Security and Alien Registration cards. Serrano may be with his girlfriend, Diana Mendoza, who is not a fugitive from the law. Mendoza is a White female who was born on October 8, 1987. Both she and Serrano left Colorado shortly after the crime occurred. From the FBI's website: Fidel Ruiz Serrano is wanted for a murder which occurred on May 12, 2003, in Wyoming. Serrano was armed with a semi-automatic rifle when he allegedly shot and killed his co-worker in a parking lot. Serrano is believed to have been injured by a gunshot wound to the leg. Serrano fled to Colorado and may have left the United States. On May 14, 2003, an arrest warrant was issued for Fidel Ruiz Serrano by the Second Judicial Circuit Court County of Albany, State of Wyoming, for first degree murder. Just for relatively unimportant technical reasons, I just wanted to point out even though Serrano allegedly committed murder in Laramie, Wyoming, the case is being handled by the FBI's Denver field office. (If a particular state doesn't have an FBI office, usually it is handled by a city in a nearby state). The motive isn't known other than that this was a shootout between Serrano and his victim. What is scary is Serrano had an SKS rifle, which is similar to a military rifle, and not just a handgun. (This is probably why he survived the shootout). I'm also concerned for the girl he was traveling with. She was born pretty close to '988, which would've made her only 15 years old when she and Ruiz-Serrano fled in the spring of '003. It's been 12.9 years, so I have no idea if she could still be recovered alive.

Just like we don't have a photo of Lyric Garcia in the Alicia Banuelos manhunt, I take it we don't have a photo of Diana Mendoza in this manhunt as well? That's strange since we have her date of birth.

I also feared for the girls safety because she was very young at the time of the crime. I also wonder if Fidel Ruiz Serrano is possibly manipulating her to this day, this is one of those cases i would love to see more details on and it should be featured on The Hunt in the near future.

I really want to get a discussion on this case started back up again since it rarely gets any coverage.
It's been 13 years and Fidel Ruiz Serrano is still on the run.

I wonder if the FBI has ever looked into Fidel Serrano still having ties to the Los Navigates de Durango Mexican band. I'm assuming the band is based out of Mexico. Fidel could even be playing in another band that specializes in a similar genre of music.

Fidel could even be playing in another band that specializes in a similar genre of music. That maybe true, however if you search up images of the band perhaps Fidel appears in images with them but identifying him is tricky since they all have the same mustache as Fidel. He would be a great Top Ten addition if Yaser Said or Luis Macedo are to ever get caught, though he's not the worst of the worst, some publicity in this case is desperately needed. |

Just realized the NamUs and Colorado government profiles for the girl no longer seem to work so that is hopefully a positive sign that she was recovered.
