Netflix is now available in Cuba, so it doesn't matter if the citizens there don't get CNN since they'll likely see The Hunt there eventually.
But it's not really a matter of public tips but the thawing of relations for the cold cases and/or political cases like Gerena's.
Although for more recent cases, like Chris Ponce if he's possibly there, public tips locating the suspects may help since Cuba's new policy seems to be while they're not sending fugitives back out of the goodness of their heart, they do seem to not want them coming there anymore since they have sent a few back lately.

Also with regards to Chris Ponce I don't think he's in Cuba at all but somewhere in Miami or fled somewhere in the states like California.

My guess why Minor hasn't been replaced is because the FBI bureaucracy is likely on recess this month and they'll likely add someone after this month to fill the vacancy.
Now I speculate this as they are part of the department of justice and the entire government from congress to the president have recess in August.

I know I sound like a broken record but theoretically the FBI could take up to a year to add a new fugitive, although they've been adding them at a more frequent pace this year. I do agree August probably isn't the best month to add a new top tenner though.

Oh I just wanted to point out that perhaps the FBI leadership is likely taking a hiatus due to the August recess and perhaps that's why it hasn't been a good time to add anyone but again that could take nearly a year.

So I'm planning on making a next top ten capture poll as the current one seems a bit outdated since the Vaccum of Glen Godwin's slot was filled by Luis Macedo, a longtimer.
Now this poll will likely be called, Next top ten capture (Added before June 2016), and it will cover 2017, 2018 and 2019. The poll won't be put up if the admin agrees, but it was something I intended to do for sometime in November or December.

So I've been doing some close monitoring on the FBI website and only 8 fugitives are being rotated (Bishop, Fisher, Flores, Said, Brown, Macedo, Urbina, Ravelo)
For a few weeks now Shanika Minor Obviously hasn't been rotated as there is no need to get her but next to Minor is Gerena is the last one and he also hasn't been rotated in weeks.
It really doesn't make sense why an at-large fugitive would be put all the way down to the bottom and a captured fugitive just before them? When Myloh Mason was captured he was all the way at the bottom with Gerena next to him.

Honestly I won't jump to any conclusions here but I think either the U.S. And Cuban authorities have uncovered something or Gerena is really not that interesting of a case right now.

The way I see it people can see all ten cases when they look at the list, captured or otherwise, regardless of placement.

Ever wonder if the agents or Bureaucrats at the FBI often see what we post on here or take notes on our opinions on certain cases?
It hit me the other day that perhaps the FBI is taking notes about recent fugitives which was something Scumhunter pointed after Myloh Mason was arrested and for the most part they've been adding more recent fugitives this year.

Perhaps, but it would be egotistical of me to think the site I'm an admin of is considered that important by law enforcement. But even more so I notice the Marshals often place our suggestions for the top 15 list on their top 15 list, so sometimes I do wonder LOL.

Okay so I know I said previously that I'd make a next top ten capture poll, well I decided to wait till Mid December or so because the FBI can throw some curveballs from here to December. However I am starting to agree with Scumhunter that the list a freakin crapshoot nobody really stands out for capture
Victor Gerena- make a wish to our lucky stars he gets caught in Cuba
Robert Fisher- that guys fate is hard to predict tbh
Alexis Flores- in Honduras
Jason Derek Brown- nobody knows where in the heck he is
Eduardo Ravelo- protected by 50 body guards and uses tunnels to go from place to place
Fidel Urbina- dodges arrests but in Mexico and his case is becoming colder and colder by the year
William Bradford Bishop- Hiding in plain sight or in hell
Yaser Said- Likely in New York City or the Metropolitan Washington D.C. Area and I think he'd be the only fugitive from Pre 2015 to actually be caught
Luis Macedo- in Mexico but he is likely for capture as well and I gotta hand it to the FBI that they got involved in this case so he gets the 2016 best addition award
So yes it's been a better than average year but in general predicting captures is hard especially with these fugitives becoming celebrities, The recents always come off quickly and the longtimers usually back up the list to the point to where it's clogged.

Now a correction to the previous post.... Urbina is now in custody and it's a good way to start the fall and it comes nearly a year after Paul Jackson went down. His capture is as big of a turkey as Bulger or Saenz capture since they had been on the run a significant amount of time.
Urbina lasted little over 4 years on the list which means statistics wise he was a very average fugitive for the time he lasted.
I do have to say Tahja Williams will be added for sure because he has the obvious hallmarks of the current trend the FBI is going for lately, but the other fugitive would have to either be Bhadreshkumar Patel or a CAC fugitive like perhaps Ranger Lacy since he's hiding in the U.S.

I forgot about Fidel Urbina. I have no comments as to the reasoning for him not being aired yet. I'm not sure it's so much he's not a child killer case as much as seeing he's actually been arrested twice he might not be as "in hiding" as other fugitives on the list and it's just the typical international tracking and/or extradition bureaucracies getting in the way. Just wanted to brag that I called it.
