"On July 4 2011, Babak Ghanad murdered an 18 year old Toronto area woman. Ghanad then drove to Mexico where he boarded a flight to Germany, then continued on to Tehran, Iran. Ghanad is a truck driver by trade with no fixed address. He travelled extensively along the East coast from Canada to Florida, as well as through Western Canada into California and Texas. Ghanad spent time in Indonesia before coming to Canada. Police believe he is currently in Iran."
Thoughts? A few more details first. The 18-year old girl's name was Margarita Shumakova. She apparently met Ghanad in the entertainment district during a July weekend in Toronto. On a dating and meeting website, Hi5, Ghanad claims to be from Hamilton while on Facebook, he describes himself as being from Mashhad, Iran, and living in Toronto. (Articles don't say if Ghanad met the girl off the website before the weekend encounter).
Obviously, if Ghanad is in Iran, this complicates matters. There is no extradition treaty between Canada and Iran. There was controversy a few years ago because it was actually Iran who wanted a fugitive back. Mohammed-Reza Khavari, a fugitive banker wanted in Tehran as a central figure in the $2.6 billion bank fraud, fled to Canada from Iran to avoid prosecution. Negotiations were still ongoing as of 2014.
In my opinion, it says a lot about Iran that they likely harbor fugitive murderers (not to mention, they had an American fugitive accused of financial crimes- Farhad Monem, living there, yes he's not from Canada but it shows the hypocrisy) yet it's a guy accused of bank fraud that they have a problem with being in another country.
So obviously with no extradition treaties, in cases like this, the only silver lining of hope is a prisoner exchange. I think the Ghanad case is the perfect guy for that. So if I were Canada, I'd say you'll get your banker, just do us a favor, and send us back Ghanad first, don't just promise, but send him back, and Khavari's yours. (That's if Khavari's still there, if not, then any other fugitives from Iran should be considered for future negotiations).
