Fugitive Profile as of August 20th, 2014 (Based on Des Plaines police wanted poster): Gender: Male Height: 5'7 Weight: 160 Eyes: Brown Hair: Black Race: Hispanic Date of Birth: 06/21/1974 Scars/Tattoos/Marks: Scars- Chest, Tattoo- Hand Who to call if you've seen him: Des Plaines Police at (847) 391-5400Luis Rodrgiuez-Mena was featured as a full segment and re-enactment in June on AMW on Lifetime. In 1999, he allegedly brutally raped and murdered a female flight attendant in Des Plains, Illinois. The victim's head was nearly decpaitated. The victim valiantly fought back and Mena allegedly still has scars on his chest to this day. Police say he then bragged to his girlfriend and family members after fleeing to Mexico about the murder, and threatened to kill anyone who told on him. The girlfriend did the right thing and eventually did tell on him anyway. And this is the part that enrages me. On the old forum, we discuss that often Mexican officials won't look for the fugitve unless they know the exact address- the town or village isn't good enough (this is why it took longer than it should have to capture Desiree Lingo-Perkins). But in this case, in 2008, Mena's exact address in Tejalpa, Morelos, Mexico was known. But after the Des Plaines, Illinois police chief was told to stand by, and after a few months, Mena was gone by the time authorities finally went to his house. What happened? Why did it take so long when they knew exactly where he was?Now Mena's ex-girlfriend is very concerned, convinced she rcently saw Mena back in the Chicago area watching her 12-year old son play in the backyard. Is she so afraid of him she thinks she sees him? Or is he possibly back? Mena, although not as publicizied is similar to Fidel Urbina in that while he had been in Mexico, some think he may be back in Chicago visiting family, and a detective in the case says he may be working a construction or blue-collar job. This year, I added Luis Mena to my personal dirty dozen, and he made my #2 most wanted AMW fugitive of 2012. That young flight attendant's family needs justice, and the girlfriend and son need to stop living in fear. Unfortunately, he's probably still in Mexico. And since they've shown how they really couldn't care less of capturing this guy, it may take a slip up, or even Mena coming into the U.S., for him to get captured.

It wouldn't be the first time that Mexico wouldn't cooperate with American authorities in apprehending a wanted US fugitive dispite knowing their exact location. Remember how I mentioned in the Melecio Marvilla/Eric Valdivia thread that Mexico ordered the US Marshals to release Valdivia when he was in the custody of the Marshals in Mexico because he had dual citizenship.
I'm not sure what to think about this supposed sighting of Mena in Chicago. Besides, unless the girlfriend moved, wouldn't Mena have inflicted harm on her by now?

True about Valdivia. Forgot about that. It's just really frustrating since it's Mexico and not a third world country. And it seems like they were cooperating or at least pretending to, but dragged their feet. I don't know if it was just laziness or they were inept on purpose but it still enrages me when things like that happen. This is only speculation and I'm not making an accusation, but I hope Mena wasn't tipped off.
Yeah, the gilrfriend thinks she saw him, but imo, I think she's so afraid of him she must constantly be looking for him. As for why he hasn't inflicted harm, no idea. But she does have fear he will kidnap their son, which I think is a legitimate fear.

Besides Mexico and Illinois, The Hunt airing mentioned Mena also has ties to Texas.

Haven't found any updates since his 'Hunt' airing, but considering how profile a case this is, I think it's pretty safe to assume Mena aka Rodriguez-Mena is still at large as of this update (7/24/2018).

After learning about the annoying situation with the manhunt for Jorge Coronel, it’s good to see that some Chicago area fugitives continue to get apprehended in Mexico.

And it's another leftover fugitive from The Hunt. I remember hearing how John Walsh wanted to make a Top 10 Fugitives of '012, but never got the chance, and I think Walsh would've put Rodriguez-Mena mid-to-high up there. I was starting to lose hope, but they made it to him!

Excellent news! I put Mena on my Top 10 of 2012 list, and I know a lot of other forum members felt the same way. It's been a long time but I'm glad that he's finally in custody!

After learning about the annoying situation with the manhunt for Jorge Coronel, it’s good to see that some Chicago area fugitives continue to get apprehended in Mexico. I hope it gives some hope considering Coronel's warrant was dismissed without- not with- prejudice.

Just another note- not to sound lazy but considering The Hunt has been off the air for 2 years and probably never coming back- I simply added Mena's name to the Hunt capture directory without description- and I'll do that for all Hunt captures for now on. I have other cases to post and time constraints in overall life- so I only want to make the effort to do detailed descriptions for shows like In Pursuit currently still on the air.
