I take solace that at least he has been behind bars but official justice would be nice as well.

I can explain why competency hearings take so long. Assuming he has been found incompetent, some States will allow a period where there is an attempt to restore competency. If he has been found incompetent, whichever State he is in is probably attempting to restore his competency and reporting to the Court where they are at with things.
If he has not been found incompetent, I'm guessing that the delay has been due to other procedural issues, because it is difficult to find independent psychological professionals to perform a psychological evaluation, but it doesn't take nearly two decades.
I am wondering if this takes the death penalty off the table. Jurors are reluctant to send someone to death row who is mentally ill, and further, it doesn't make sense to restore someone to competency or go through the process of determining whether someone is competent only to execute them later.

I understand the delays but it just feels like in this case he's dragging this out as there was nothing from the previous stories on him that seems to indicate he had mental issues that prevented him from knowing right from wrong, especially since he's been convicted of murder in California. Maybe he developed something over the past few years?

Maybe he developed something over the past few years? That’s possible. I wouldn’t rule out he sustained some sort of head trauma in prison, either.
