Crime Stoppers and the Houston Police Department's Special Victims Division need the public's assistance locating fugitive Hector Hernandez-Manzano, who is wanted for two counts of Aggravated Sexual Assault of a Child.
In June (2011) and May (2012), the Houston Police Department received reports of Aggravated Sexual Assault of a Child that occurred in the 2100 block of Pannell St. in Houston, Texas. During the investigation, two juvenile victims made outcries and detectives learned that fugitive Hector Hernandez-Manzano was responsible for the sexual abuse.
Fugitive Hector Hernandez-Manzano is a Hispanic male, 34 years old, approximately 5'01", 160 lbs. with brown eyes and black hair.
Crime Stoppers may pay up to $5,000 for information leading to the charging and/or arrest of the suspect in this case. Thoughts? As of this posting date (September 5th, 2021), Hernandez-Manzano is still listed as having a warrant/still not in custody. I put 2021 as the wanted year since charged were not officially filed until July 30th, 2021.
Also, two technical things:
1. The above are alleged accounts. For legal reasons, we are required to say allegedly for any fugitive not convicted, but Houston Crime Stoppers tends to have a habit of wording their cases without using the word alleged and automatically assuming guilt before trial, which granted is more often than not the case but you're still legally not supposed to do so and I'm surprised they get away with it. I'm also allowed to state my private citizen opinion however, and that is that innocent people don't run. And I also want to stress that the fact this case was not filed until 2021 also does not mean anything. Molestation is a traumatic ordeal that is beyond difficult to talk about , and it often takes victims years to come forward. Additionally, victims sometimes do come forward years earlier but it takes a while to finally build a case against the alleged defendant.
2. The Harris County court records list Hernandez-Manzano's place of birth as "PB." I have no idea what country that is so if anyone can clarify it would be appreciated.
