Juan Manuel Saucedo is charged with allegedly shooting William Johnson to death and shooting and wounding another man. The incident occurred when investigators say Juan fired shots into the vehicle being occupied by the two men, along with Juan's ex-girlfriend. The ex-girlfriend had been dating the man who survived his gunshot wounds. It is believed that the ex-girlfriend may have been the intended target.
On July 8, 1998 according to Newspapers.com, Juan Manuel Saucedo was officially charged in the case. He was actually arrested in around 2002 in Chicago. However, this fugitive was allowed to post bail after originally fleeing across the United States, and is now believed to be in Mexico.

Let's all blame the judge who allowed a fugitive who was on the run for 4-5 years to post bail again after being arrested in a completely different state, for allowing Juan to evade justice for over 20 years. There is no more obvious example of a clear flight risk than this suspect!
And finally, even if the ex-girlfriend was the intended target, all three occupants of the car could have been killed as a result of Juan's alleged actions.
