Photo Credits: The Champion Newspaper DEKALB COUNTY, Ga. -- Police have released the name and a photo of the man they believe struck and killed a 2-year-old boy in Tucker and then drove off. Police believe that the suspect, 57-year-old Concepcion Cruz, has fled the country. DeKalb County Deputy Chief Operating Officer Cedric Alexander said Cruz is a resident of the United States but is from El Salvador. Late Thursday, authorities verified that Cruz boarded a flight for El Salvador on Tuesday. Authorities say Cruz was driving the truck that hit 2-year-old Caleb Lindsay and his sister Myeria as they waited to cross a street with their mother. Caleb was pronounced dead at the hospital. His sister was treated and released, suffering a broken arm and scrapes to her face. Vashti Lindsay expressed relief when hearing a suspect had been identified in her son's death. "You just don't understand how thankful I am," she said. "It will give me some type of closure and I think I'll be able to sleep at night now." Lindsay said she was disgusted when shown a photograph of Cruz. "In my opinion that man has no soul," she said. "Because if you heard me screaming, pleading for my children's lives and he ran from the scene like (he) just ran over a couple of rocks, he has no soul." Earlier this week, police released a surveillance picture of a vehicle allegedly involved in the incident. Authorities said they were able to identify the suspect after a tipster called Crime Stoppers saying they had spotted that vehicle outside of a Lawrenceville home. "It was identified that there was a truck that fit that description at that location," Alexander said. DeKalb County Police have asked the US Marshals, the FBI, TSA and El Salvadoran authorities to help in the search for Cruz. Thoughts? It's really tragic when you consider another AMW fugitive- Gonzalo Harrell-Gonzalez was wanted for a somewhat similar crime in Georgia as well. There are some differences of course. Concepcion Cruz was a legal resident here, and El Salvador seems to be thankfully cooperating if he did indeed flee there. But we really do need to locate Cruz. Caleb was only 2 years old. His sister who was hit but survived was only 4. According to Caleb's mother, Cruz ignored her cries to stop when he struck her children. What kind of man allegedly flees the scene of an accident after hitting two toddlers? This is unacceptable. I like to post pictures of the victim in a case like this, not to take advantage or exploit, but as a reminder of what the case is about, so we have that below. Concepcion Cruz is a true monster for hitting two toddlers with his truck and fleeing the scene, especially since there's no indication he was intoxicated and therefore had full comprehension of what he was doing. Thankfully El Salvador seems to be cooperating in trying to locate Cruz and hopefully the manhunt can lead to his apprehension.
I remember from last year when you posted the photo of Rashid Mayo's victim, who was also a toddler. There's nothing wrong with posting available photos of such young victims. It may be the thing that convinces people to cooperate with law enforcement and help arrest the fugitive.

I really wish we still had the Mayo case on here still but that was back when I just deleted non-AMW captures as opposed to the new non-AMW (now non-TV captures) I created. Anyway, the article itself was the one who posted his picture too of course. And I agree it is what can lead to a crucial tip.

I don't have any significant updates at the moment but just wanted to mention that Cruz was said to be 57 years old in the 2014 articles, so he'd be about 60 years old as of this posting date. (12/10/2017).
As far as I can tell, Cruz is still at large as of the aforementioned posting date. If anyone has any updates/proof-of-updates one way or the other, they are always more than welcome to let us know.

As of today, September 20, 2021, there is no UFAP case for Concepcion Cruz in PACER. I'm still assuming that he's still at large, but it's really frustrating that there's been a lack of coverage on this case. If he is in fact still at large, then I fear that El Salvador is not cooperating with his extradition.
