When it comes to potential contenders for the FBI 10 Most Wanted List, Kevin Lamont Cater is a name I've never brought up since he's been on the run since 1995. Recently, the FBI has placed a reward money mention on his FBI Featured Fugitive Poster, which may be an indictator that they're considering adding him to the list.
Here I shall list the reasons as to why the FBI would and would not like to add Carter to their list.
-- Carter is wanted for the 1995 shooting death of his 17-year old girlfriend in Selma, Alabama. Carter had sent her letters in the days before he was released for an 18-month sentence for rape threatening to kill her. He did just that the day after he was released from jail. Now whether or not his girlfriend was the rape victim, this is still a truly horrible crime. Considering that the girlfriend, Angela Marshall was killed next to her infant in a nearby car, it's likely that Carter raped and impregnanted Angela and was sent to prison because of it. If that's the case, then he's a true monster.
-- There is no one currently wanted out of the Southeastern United States on the FBI Most Wanted List. Eduardo Ravelo being wanted out of El Paso, Texas counts as being from the southwest or south-central region to me. It's interesting that both James Bulger and Osama Bin Laden were both wanted out of Northeastern US FBI Field Offices and Eric Toth and Fidel Urbina (two of the three most recent additions after the aftermentioned fugitives removal from the list) were also wanted out of Northeastern US FBI Field Offices. Adam Mayes was a breaking news case and didn't count that much.
The only argument for Carter not making the list is that he's been wanted for nearly 20 years now. Although, the FBI has been recently adding cold case fugitives to their list (Edward Harper, Jose Luis "Smiley" Saenz and Fidel "Tonorio" Urbina). However, Saenz and Urbina had recent sightings and the FBI had a pretty good idea as to where Harper was. I can't find any new stories on Carter (In fact, I'm pretty surprised that he's never been on AMW, and if he has it would have had to have been before 1999.) so if the FBI has new leads on Carter or suspects him in some other crime they haven't made that information public.
As much as Carter deserves to be on the FBI MW List, 14-years on the run before being added is the maximum amount of time I would like to give a fugitive before adding the fugitive, unless there's new leads in his/her case. If the FBI actually adds him then they had better have an age-enhanced photo of Carter ready, in fact, they never released the age-enhanced photo of Fidel Urbina like they said they would in his press conference.
