Tong Wu, who is depicted below, is wanted by the Philadelphia Police Department Homicide Unit for the stabbing death of Tirus Kitchen that occurred on the 1000 block of Appletree Street on March 26th, 2018. He is to be considered armed and dangerous. Tong Wu is between 5’8 and 5’11 and is between 200-230 pounds. His last known address is on the 1000 block of Arch Street. According to an NBC 10 Philadelphia story, the victim was identified as 21 year-old Tirus Kitchen. Kitchen, along with his girlfriend were roommates at a boarding house and Wu allegedly stabbed Kitchen with a sword as the result of an argument. Unfortunately, as of today, January 28, 2019, Tong Wu is still listed as a wanted fugitive on Philadelphia's Most Wanted's site. That site seems to be extremely accurate so Tong is not in custody for this senseless murder.

I realize we may say this a lot, but I think this would be a good case for season 2 of 'In Pursuit' (hey, the ratings are great so far, so I'm already confidently projecting).

I submitted this case early on for network approval for IP season 2, but unfortunately Philadelphia Police are some of the least willing to work with us. It's a shame because this case has so many unique facets.

Hi ipintern,
I remember suggesting this case feeling it was perfect for In Pursuit as well.
I am sorry to hear this, especially for the family of Tirus Kitchen.
I appreciate that unlike other cities, Philadelphia has an active and accurate/up-to-date most wanted website, not even NYC has that and L.A.'s is very old with many cases already solved, but they should be more willing to participate in national publicity that could help solve cases as well.

Also, in addition to the tragic aspects of the case that would connect with viewers, with his multiple tattoos and seeming built-frame, I know one aspect to airing a fugitive is the likelihood that they stand out in some way and would be recognized by the public as opposed to guy with more average features... although you never know, I would say Wu looked promising as far as chances of a direct capture as well.

I consider it especially shameful that Pennsylvania authorities won't join forces with Walsh because if In Pursuit busted him, it could save the life of anyone who might've fallen for his circa '002 born face. AMW frequently busted fugitives who'd found new romances between when they went on the run and when they profiled, and that would be especially rewarding considering how dangerous and violent a crime he's suspected of.

I'm also rather disappointed that Philly PD isn't interested in working with In Pursuit. If Tong Wu was given national publicity, I feel it would be an important story to feature and he would have a good chance of getting caught.

As of today, August 19, 2022, Tong Wu is still on the Philadelphia Most Wanted website.
Additionally, a search of PACER records show an UFAP (Unlawful Flight To Avoid Prosecution) warrant was issued for Tong in 2018. The warrant was dismissed in 2021 because Wu was located in China where no extradition treaty exists. Chinese authorities were interested in reviewing the evidence and potentially prosecuting Wu in China, however the Philadelphia district attorney's office denied the request. I'm assuming that the DA's office didn't want to spend the time and resources to do things such as translating the case documents into Chinese. That's why the FBI closed their investigation.

What is it with Philly's local law enforcement? First they don't want to work with On Pursuit on pursuing Wu and now they can't even bother to see if he can at least be prosecuted in China. Did they ask Tirus Kitchen's family? Apparently them wanting to be lazy is more important than justice.
