In November of 2013, the Internal Revenue Service (IRS) charged 28 marine reservists in connection with a travel voucher scheme. The IRS alleges that the reservists submitted fraudulent travel vouchers for hotel and other expenses while on duty. However, the defendants lived close enough to their base, Terminal Island to be ineligible for reimbursement and authorities say that most of the recorded expenses never happened in the first place. Bladimir Flores is the only fugitive still wanted for questioning in the fraud investigation, as well as desertion.

Thoughts? A different fugitive case then what I usually post but I want to show some variety here and make people know that the NCIS has their own most wanted list. To summarize a bit better in case some readers don't understand what these fraud charges are about, an employee of any company/organization has to pay with their own credit card for hotels, transportation, etc. as part of their job. Then they send paperwork to their travel department (also called an expense report) and they get reimbursed (paid back) by their company. The fraud charges allege that Bladimir and his accomplices made these expenses up.
