Caution:
William "Guillermo" Morales was an explosives expert/bomb maker for the FALN (Fuerzas Armadas Liberacion Nacional), an extremist organization advocating for Puerto Rican independence through acts of violence. The group, active in the 1970s and early 1980s, is credited with committing more than 100 bombings that caused several deaths, multiple injuries, and millions of dollars in damage.
On July 12, 1978, Morales was working on a bomb at a house in East Elmhurst, New York, when it exploded prematurely. Morales was severely injured, taken to a hospital, and arrested. Due to his injuries, Morales was held at the Bellevue Hospital prison ward in New York City until his potential transfer to federal prison. Morales escaped from Bellevue Hospital and fled to Mexico, where he was captured in May of 1983. He was imprisoned in Mexico, but eventually handed over to Cuban authorities and is believed to still be in that country.
Morales was convicted on February 28, 1979, in the United States District Court for the Eastern District of New York of possession of explosives (pipe bombs) and possession and transportation in interstate commerce of pipe bombs and a sawed off shotgun. Morales was sentenced to ten years in prison and five years probation.
On June 1, 1979, Morales was charged with unlawful interstate flight to avoid prosecution for the crime of escape.

Thoughts? This isn't a sleuthing thread since it's been pretty much established Morales is one of the many fugitives still controversially living in Cuba despite a recent somewhat thaw in U.S.-Cuban relations: en.m.wikipedia.org/wiki/William_Morales
