In 1995, 16-year old Cesar and several other caretakers of an elderly man in El Paso, Texas, burglarized the man's home. The fact that he was young at the time of the crime, means that he's not close to being deceased since he's only 38 or 39 years old, so catching him isn't impossible.

While Castaneda is obviously still at large as of this update (7/15/2018), since he's still on the FBI website just wanted to provide a link to an additional resource to track his fugitive status just in case. Just wanted to also mention that Newspapers.com FINALLY uploaded an article regarding this case from 1997 since they got a ton of newspaper articles from the El Paso Times.
A key piece of info is that Cesar's bond was paid by his uncle's bail bonds company which is how he managed to become a fugitive.

I went into the archived site, and he was profiled in 2001. Even though he was 17 at the time, it was determined that he was to be tried as an adult. The site mentioned that the FBI suspects he really burrowed into Mexico: they said they suspect he’s in the Mexico City area.

A few days ago he was removed from the FBI site a week Ago. What was his fate?

No clue. El Paso court records now show a dismissal hearing was scheduled in August 2018 and later in 2021 and then a status hearing canceled in September 2021.
It says Castaneda has a retained attorney which would indicate he was eventually located but there's nothing about any arrests.
So unfortunately we may not learn what happened unless the FBI gives an update.

I'm almost wondering if he's lining up a surrender, but that would not explain the dismissal attempts.

The law has changed and today a 16-year-old could not be charged with capital murder. The most likely theory is that he's still hiding but has hired an attorney to fight for the dismissal of the case.
