The Philadelphia Police Department is seeking the public’s assistance in locating the person(s) responsible for the murder of 54-year-old Thoung Nguyen on March 3, 2016.
Homicide investigators are seeking the male depicted in the attached photos for a homicide which happened at approximately 9:10 PM.
Officers were in the area of 500 Washington Avenue when the owners of Lee’s Cafe & Bistro flagged them down concerning one of their employees. The officers were directed to the basement of the business, which is the food prep./kitchen area.
Upon entering the basement, officers found Nguyen lying on the floor, suffering from a large cut across her throat.
EMS responded to the scene and pronounced Nguyen, of the 2000 block of Emily Street, dead at 9:15 PM.
Nguyen was a cook at the restaurant and was in the basement preparing food with another employee, Noel Ortea Lemus Del Cid, who goes by "Noel," just before she was found dead, police said.
The owner of the business sent an order to the kitchen, and after 10 minutes he did not receive any food, police said. He went to the basement and found Nguyen alone lying on the floor with her throat slashed, police said.
A warrant was issued for Del Cid, who remains at large.
Del Cid is believed to be a 27-year-old Honduran national with the last known address of 1331 South 9th St.
He is 5 feet 6 inches tall with a thin-to-medium works as as a kitchen helper in restaurants. He may have had a cut to one of his hands drives a white SUV.

Thoughts? I didn't see a presumed motive for Thoung Nguyen's murder, only that there was a violent struggle at the crime scene. The main concern regarding this manhunt is if Noel fled back to Honduras, which as we've seen in other cases would make him untouchable currently due to extradition laws. If he's still in the US, then a special alert to those who work in the restaurant industry as he's probably still being employed in that field.
