Gerena has been moved to the fugitives on tv section due to his remove from the FBI's Top 10 List. This is moderately surprising despite the coldness of the case because of the supposed improved relationship with Cuba but at the same time the country has given no indication they will extradite longtime fugitives despite somewhat of a thaw.
Sad that like Glen Godwin, he was removed due to his ability to get away. On the other hand, once it became known he was in Cuba, it should have been known he wouldn't have been caught.

Yeah they left him on a longgggg time, when it looked like there was no hope (which was pretty much the duration of his stay where it looked like that). So many other fugitives could have been on the list while he was out there untouchable.

Gerena is wanted in connection with the 1983 armed robbery of approximately $7 million from a security company in West Hartford, Connecticut. He was removed from the list in December of 2016 after it was determined that he no longer fit the criteria for the list.
my guess is that it was determined he was in Cuba (of course everyone knew that), he isn't a threat to public safety and of course Puerto Rican independence groups aren't an issue in 2016/2017 and the lack of tips that were coming in, which explains why he was continuously at the bottom of the list without being rotated.
