BELTRAN has been classified as a High Risk, Level “3” Sex Offender by the Massachusetts Sex Offender Registry Board and is wanted by the Haverhill Police Department for Indecent Assault & Battery on a person over 14.
BELTRAN was convicted of (2) counts of Indecent Assault & Battery over 14 in 2006 and served 18 months in a state prison. In addition to his sex offense conviction, BELTRAN served (1) year for possession of a device for wiretap.
Warrant #’s 0638CR002084 and 0838CR001733 have been issued for BELTRAN out of Haverhill District Court for Indecent Assault & Battery and Failure to Register as a Sex Offender. Warrant # 0812CR000654 has also been issued for BELTRAN out of Newton District Court for Violation of Abuse Prevention Order.

Thoughts? A few years ago the Massachusetts State Police created a "Top 10 Sex Offender Most Wanted List" and it resulted in tremendous success, as Beltran is one of only two people not captured from it. I put 2009 as the wanted year since that was his last known photo in the national sex offender registry, but if anyone has any corrections please let the site know. P.S. I'm sure it's crossed some people's minds and yes I also realize Carlos Beltran shares the same name as a Major League Baseball player. But I would say catching this scumbag would also be a home run.
