On April 30, 1972, the body of 14 year old Lora Jean Dugan was found approximately three miles southwest of Medora, North Dakota, in a hilly and wooded area approximately one mile south of Interstate 94. Dugan was the victim of a homicide sometime between April 7 and April 21, 1972. Dugan died of strangulation.
Anyone with information regarding the homicide Lora Dugan is requested to call the Billings County Sheriff's Department at 701-623-4323, or the North Dakota Bureau of Criminal Investigation at 701-328-5500.

Thoughts? HeadMarshal was asking about North Dakota unsolved cases so out of curiosity I did more searching for cases and found plenty on the North Dakota State Bureau of Criminal Investigation website. It is believed Lora Dugan was possibly hitchhiking before she was killed. A Journalist named Troy Larson has developed a theory that a serial killer named Harvey Carignan is Lora's killer. Larson mentions Carignan's reputation for victimizing hitchhikers and his familiarity with the area as two reasons he may be the killer. (This is the first page, I haven't read everything yet- but even the summary gives some valid reasons to consider the possibility- although it should be noted the case is still unsolved according to the ND CBI).
