Mohamed-Ali was staying with his mother and his father, Hilal Hasan Ali Jaafar, in Oman in 2006. When Mohamed-Ali's mother wanted to return to their home in Toledo, Ohio on January 20, Hilal refused to leave or let her take their son, and she had to go home without him. On September 19, Mohamed-Ali's mother was granted a divorce from Hilal and full custody of their child. A photograph and vital statistics for Hilal are posted below this case summary. A felony warrant for kidnapping was issued for him on August 11, 2008.
Hilal is a member of Oman's Al-Lawati tribe. He also has ties to Dubai, India, Iran, Kuwait, Lebanon, Saudi Arabia and Syria. He is the imam at a mosque near Muscat, Oman and is described as a very religious person. There is concern for Mohamed-Ali's safety, as Hilal is known to have violent tendencies.
Thoughts? According to the FBI's profile, Mohamed and Hilal are both believed to still be in Oman. This once again seems to me to be an international parental abduction case that's not a where are they but a how to get them back here. According to what I've looked up, Oman does not have an extradition treaty with the U.S. but maintains diplomatic relations. I assume even though Hilal is wanted for kidnapping, it's really about sending Mohamed back home, but figured I should mention this as far as the chances of that as it somewhat relates. The problem is even countries with very good relations with the U.S. will often refuse to get involved in a missing child case, let alone one that has decent diplomatic relations but nothing further than that.
