He has a muscular build and enjoys working out at health clubs. Couto was born in Macau when it was still a territory of Portugal and carries a Portuguese passport. He came to the United States at the age of nine and lived in California. He has ties to the Orange County, California, and Prescott, Arizona, areas. Who to call if you've seen him: Based on wanted location, our advice would be to call Orange County Crime Stoppers at 1-855-TIPS-OCCS Lisbio Couto has been on the run for over a decade and a half, and for a large portion of that time on the run he's been profiled on the FBI's website. Below is their archived description of his case: "Lisbio Maria Jacinto Couto, Jr., is wanted for his alleged involvement in at least three of a series of crimes committed in California and Nevada, many of which are thought to have been committed as part of a sophisticated Asian Criminal Enterprise Organization. Specifically, Couto is alleged to have participated in an armed robbery in Hayward, California, on April 11, 1997; an armed robbery and murder on May 3, 1997, in San Jose, California; and a computer component hijacking on October 9, 1997, in San Jose, California. Couto was charged with participating in these crimes in a federal RICO indictment issued in the Northern District of California, San Jose, California, on July 20, 2004. Additionally, on April 17, 1998, one victim was murdered while seated in a parked car outside a house party in Fountain Valley, California. Couto was charged with state felony murder in the city of Fountain Valley, California, as a result of this crime. On October 6, 1998, a federal complaint was filed and an arrest warrant was issued in the Central District of California, Santa Ana, California, charging Couto with unlawful flight to avoid prosecution." First, not to make light of serious issues but I did find it a bit odd Lisbio's middle name is Maria but apparently from what it looked it was a common name for guys way back in the olden days. (as patronage to the Virgin Mary according to google search at least). Getting back on track- Two things surprise me in this case considering the severity of this case- 1. Couto was never on AMW. Considering his crimes occurred in 1997 and 1998 (and the RICO indictment in 2004), they had plenty of time to air him. and 2. Couto is no longer on the FBI's website. I checked the Orange County warrants page and it says he still has an active warrant. I believe he was a criminal enterprise fugitive. For such a dangerous guy, it's surprising they removed him. We even at one point thought he had top 10 list potential. I do agree that Lisbio Couto is a very dangerous and underrated fugitive, most AMW/The Hunt fans probably have never heard of him until they read this thread. The issue here is whether he fled to Macau, that's part of China and therefore there would be no extradition treaty to get him back to California.

Here’s some good news in terms of the U.S.-China Extradition, but apparently they sent back one of our fugitives wanted for a jewel robbery earlier this year. I have hope that if he’s captured that they’ll bring him back from Macau rather than bring him back from Portugal. In Macau they speak Portuguese and if he is there, he probably would have had to have fled and arrived before December 20, 1999, the day control of Macau was transferred to the PRC. Also here’s the status of Citizenship, “Portugal was now represented in Macau by the Portuguese Consulate-General, also accredited to Hong Kong. This had responsibility for matters relating to Portuguese nationals. According to this Wikipedia article, only 650,000 or so people live in Macau and only 8,000 are actually from there, and 42,000 people born in Macau live abroad. Of them: Approximately 15,000 in the U.S. Approximately 12,000 in Canada Approximately 5,000 in Portugal Approximately 1,000 in neighboring Hong Kong Approximately 300 in Brazil en.m.wikipedia.org/wiki/Macanese_peopleAny thoughts???

Well, regardless of how big or small Macau is, the issue is extradition. But I'm assuming your point is there's other countries or perhaps even in the states where he could be hiding out with others of Macauan descent, and I'm assuming it's possible.

Yes that’s what I’m getting at, the fact that there is a decent population of people of Macanese descent in the U.S. and Canada, that he possibly fled to Canada. Fortunately I found an article describing the crew Couto was involved with and that several of his co-conspirators are in custody and charged with numerous robberies and murders from 1993-2001. I know this is stupid of me to think this, but I always thought the Computer Component Hijacking charge had to do with hacking and not stealing computer parts until now. www.eastbaytimes.com/2006/12/16/court-hands-man-24-year-prison-term/

They seriously need to re-add him to the FBI’s site to fix the problem of the FBI adding many non-violent drug fugitives recently.

I only bumped this thread up because every now and then I update sources for keeping track of wanted statuses of the fugitives and it just happened to be a coincidence we were talking about Couto already.
In fairness, the guys the FBI have been adding are drug DEALERS which I don't excuse. Our discussion was that overall when it comes to crime there needs to be more of a focus on murderers and child molesters and the like than punishing non-drug violent drug offenders who simply purchase the drugs from those dealers and need help/rehab rather than punishment. Also that while not excusing it, there should be more murders and child molesters added to the site as there were surprisingly not as many an usual in 2017.

Guys I was going through the internet last night and I once again came across a video that has had me a bit curious since the individual in the video is unidentified. It came to me last night, given that it was a VHS/1980s/1990s style video and the individual has a somewhat similar appearance to Lisbio Couto, who would have been in his teens/ early 20s in the 1990s.
